The Grass Lawn neighborhood plan was adopted by City Council on February 12, 2005.

The process began with a City Services Fair and Planning Workshop in 2003. Over the next 10 months,  a Citizen Advisory Committee (CAC) worked with City staff to form recommendations for amending the neighborhood plan.  Following review by City officials, the result was the:
